While the guide significantly boosts intentions for tangible, one-time tasks (like assembling emergency kits), it has a much weaker effect on habitual behaviors (like sustained monitoring of official information). This suggests that while clear instructions can lower the barrier to physical preparation, overcoming "information fatigue" to maintain long-term vigilance requires more than just a guidebook.
