《Taipei Times》recently published an article by Caroline Ying-hsuan Chen, a policy analyst at our institute. Her article analyzed an INDSR experimental study, finds that Taiwan’s National Public Safety Guide raises awareness but does not strengthen citizens’ perceived ability to protect themselves or reunite with their families. To bridge this gap between knowledge and action, the government should mandate hands-on drills in communities and schools and deploy familiar tools such as Google Offline Maps to turn preparedness into practical, instinctive behavior.
