Institute for National Defense and Security Research Supports First-Ever Quantum Security Technology Standards

Eighteen signatories from eight countries

TAIPEI, Taiwan, R.O.C. – Jan 11, 2019 – Anticipating the threat to cybersecurity presented by quantum computing is important for safeguarding democracy and prosperity.

The Institute for National Defense and Security Research (INDSR) today announced its participation in the Hudson Institute’s Quantum Alliance Initiative in developing and supporting the first recommendations for global quantum key distribution (QKD) and quantum random number generators (QRNG).

The proposed standards were developed by a consortium of 18 institutions, universities and companies from eight countries in late 2018. They were submitted to the International Telecommunications Union (ITU) earlier this week and will be discussed at the ITU’s Telecommunication Standardization Section (ITU-T) meeting in Geneva later this month.

“This is a critical alliance in science and technology among democratic countries. The participation of the Institute for National Defense and Security Research is very strategic,” says Tzu-yun Su, chief of INDSR’s Division of National Defense Resources and Industries.

“Following this, the institute can support the information technology industry, participate in formulating specification standards to ensure the timely upgrade of information security and its related industries.”

The proposed recommendations are the first ever standards for both QKD and QRNG, and will be adopted voluntarily as industry standards by the participating organizations. They are expected to facilitate and accelerate the developments of those technologies.

The institute stands behind the Hudson Institute’s mission in quantum technology, which stems from the inevitable impact that achievements in quantum computing will have on national security and the economy. As such, quantum computing and quantum security must be viewed holistically and through a strategic security lens.
