Signing of a partnership agreement between The Institute for National Defense and The Security Research(INDSR) and Thomas More Institute(TMI)

Commitment to collaborate on Indo-Pacific research

On 26 June 2022, the Institute for National Defense and Security Research (INDSR) inked a memorandum of understanding (MOU) with the French think tank the Thomas More Institute (TMI).

The virtual signing ceremony included:
From INDSR side: CEO LIN Chen-wei, assistant research fellow SHEU Jyh-shyang and HUNG Jui-min,
From TMI side: Chairman Christian Boon-Falleur, former French Minister of Defense, Charles Millon, Vice-Chairman Christiane de Livonnière, Director general Jean-Thomas Lesueur and research fellow Hugues Eudeline.
Other guests included Taiwan Ambassador to France WU Chih-chung.

TMI is a well-known think tank in France, Belgium and Europe. In recent years, it has focused on China’s ambitions in the Indo-Pacific region. In East Asia and Europe, democratic countries like Taiwan and France are facing the growing threat of China.  INDSR hopes to enhance the quality of research in the field of security through cooperation between the two sides, thus contributing to global and regional peace.

In his speech, TMI chairman Christian Boon-Falleur said that the increasing frequency of Chinese influence penetrating into Europe has meant that China has become a major security challenge for European countries. To this end, TMI has carried out research programs on the Indo-Pacific region for the past ten years. By establishing a partnership with INDSR in Taiwan, it will be able to further strengthen TMI’s understanding of the Indo-Pacific region.

Ambassador WU Chih-chung pointed out that Taiwan and France share the values ​​of freedom and democracy and hope to maintain peace and stability in the Indo-Pacific region. Therefore, he is excited about the cooperation between two important think tanks in Taiwan and France and looks forward to more concrete output on related issues from both side in the future.

Charles Millon, TMI founder and former French Minister of Defense, mentioned that he visited Taiwan many years ago. Compared to that time, Taiwan faced the same threat from China at that time, but has more international support today. With the increasing importance of the Indo-Pacific region, the signing of the cooperation agreement between the two think tanks will establish a regular and continuous exchange mechanism, which will be of great help to the thinking and resolutions on Indo-Pacific regional issues.

After the signing ceremony, the two parties will exchange views on joint research plans and conference activities and carry out specific projects.

Signature d’un accord de partenariat entre l’Institut Thomas More et l’Institut for National Defense and Security Research

Engagement à collaborer à la recherche indo-pacifique

Le 26 janvier 2022, l’Institut for National Defense and Security Research (INDSR) a été signé un accord de partenariat (MOU) avec l’Institut Thomas More (ITM).

La cérémonie de signature virtuelle comprenait :
Du côté INDSR, le PDG LIN Chen-Wei, les Chercheurs assistants, SHEU Jyh-Shyang et HUNG Jui-Min,
Du côté ITM, le Président Christian Boon-Falleur, le fondateur et ancien Ministre français de la Défense, Charles Millon, la Vice-Présidente Christiane de Livonnière, le Directeur général Jean-Thomas Lesueur et le Chercheur Hugues Eudeline.
Parmi les autres invités figurait l’Ambassadeur de Taïwan en France WU Chih-Chung.

ITM est un groupe de réflexion reconnu en France, en Belgique et en Europe. Ces dernières années, il s'est concentré sur les ambitions de la Chine dans la région indo-pacifique. En Asie de l’Est et en Europe, des pays démocratiques comme Taïwan et la France font face à la menace de l’offensive et de la pénétration de la Chine. L’INDSR espère améliorer la qualité de la recherche dans le domaine de la sécurité grâce à la coopération entre les deux parties et contribuer à la paix mondiale et régionale.

Le Président de l’ITM, Christian Boon-Falleur, a déclaré dans son discours qu’avec la fréquence croissante des activités de pénétration chinoises en Europe, la Chine est devenue un défi de sécurité majeur pour les pays européens. À cette fin, l’ITM mène depuis dix ans des programmes de recherche sur la région Indo-Pacifique. En établissant un partenariat avec l’INDSR à Taïwan, il sera en mesure de renforcer la connaissance de l’ITM sur la région Indo-Pacifique.

L’Ambassadeur WU Chih-Chung a souligné que Taïwan et la France partagent des valeurs de liberté et de démocratie et espèrent maintenir la paix et la stabilité dans la région indo-pacifique. Par conséquent, il est enthousiasmé par la coopération entre deux importants think tank à Taïwan et en France et attend avec impatience des résultats plus concrets sur les questions concernées des deux côtés à l’avenir.

Charles Millon, fondateur de l’ITM et ancien Ministre français de la Défense, a mentionné qu’il s'était rendu à Taïwan il y a de nombreuses années. Par rapport à cette époque, Taïwan faisait face à la même menace de la part de la Chine, mais avec plus de soutien international qu’aujourd'hui. Avec l’importance croissante de la région Indo-Pacifique, la signature d’un accord de partenariat entre les deux think tanks permettra d’établir un mécanisme d’échange régulier et continu, qui sera d’une grande aide pour la réflexion et la résolution des problèmes régionaux en Indo-Pacifique.

Après la cérémonie de signature, les deux parties échangeront leurs points de vue sur le plan de recherche conjoint et les activités de la conférence et réaliseront des projets spécifiques.
