Abstract
“National defense mobilization” refers to a state’s systematic process of converting peacetime-managed resources—including manpower, material resources, financial resources, morale, and technological capabilities—into a mobilized status necessary for wartime or emergency conditions, such as military contingencies or major disasters. This transformation enables the effective utilization of a nation’s comprehensive power to safeguard social stability and national security. For China, the national defense mobilization system serves as a core foundation for building a modernized defense force and functions as a crucial bridge linking the People’s Liberation Army with local human resources, materials, and technological capabilities. In other words, national defense mobilization is not only an institutional mechanism that converts China’s potential defense resources into actual combat power, but also a key supporting force for both peacetime emergency response and wartime operations. It carries significant strategic implications for China’s overall military preparedness and national security strategy. What, then, are the current characteristics of China’s national defense mobilization capacity management, and what military implications does it entail? This question merits in-depth examination.
