國防安全研究院(INDSR)與阿根廷聯邦主義與自由基金會(Fundación Federalismo y Libertad)近日簽訂了合作協議，這代表台灣的國家級智庫，在中南美洲又結交了一位戰略知識圈的新朋友。FyL（阿根廷聯邦主義與自由基金會簡稱）在東亞有了解印太安全情勢第一手資訊的窗口，國防院在太平洋另一端，也增加一個觀察地緣變化的前哨站。

阿根廷聯邦主義與自由基金會在2012 年 11 月成立（官網參考：https://www.federalismoylibertad.org/），和台灣國防院一樣扮演公共政策對話平台的角色，立足於民主與自由，堅持民主韌性、對抗威權壓迫，是雙方共同的語言。

FyL基金會成立至今雖然未滿10年，但在世界知名的美國賓州大學「全球政策智庫指數報告」（Global Go To Think Tank Index Report）中，該會已入選過全球前百大「最值得關注的智庫」。特別的是，國防院也連續兩年獲選該評鑑的最佳新興智庫。

合作協議由國防院(INDSR)林成蔚執行長、沈明室代理副執行長，與阿根廷聯邦主義與自由基金會(FyL)主席-何塞·吉列莫爾·戈多伊先生、研究中心主任-卡洛斯·塞古拉先生等，一同在線上簽署完成。

國防院林執行長致詞表示，台灣生活在中共銳實力第一線，文攻武嚇至今未消，國防院專注於研究國防安全政策、國際地緣政治等議題，相關成果樂意與國際間志同道合的夥伴分享。

阿根廷聯邦主義與自由基金會主席何塞先生讚許台灣以民主、自由、開放聞名亞洲，而南美洲國家同樣在往進一步現代化、民主化努力。FyL基金會致力推廣民主、自由和自由經濟，而台灣正是良好典範，FyL和國防院的合作是建立雙方文化、政策、體制交流的渠道。

未來雙方將共同探索各項學術、戰略交流活動，共同召開研討會、教育訓練、共享資訊等。雙方真誠希望本合作備忘錄能擴大並深化自由與民主價值，待疫情平息，一同拓展戰略交流網絡、發展雙邊關係，並為世界和平穩定與繁榮貢獻心力。

El Instituto de Investigación de Seguridad y Defensa Nacional (INDSR) y la Fundación Federalismo y Libertad de Argentina (FyL) firmaron recientemente un acuerdo de cooperación, en este sentido este Think Tank de nivel nacional de Taiwán formalizó el nuevo lazo amistoso en el ámbito intelectual estratégico de Centro y Sudamérica. Este hecho le abrirá una ventana hacia el Este de Asia a la Fundación Federalismo y Libertad de Argentina (FyL) para obtener información de primera mano sobre la situación de seguridad del Indo-Pacífico, a su vez, facilitará al Instituto de Investigación de Seguridad y Defensa Nacional (INDSR) crear un observatorio en el otro lado del Océano Pacífico para presenciar los cambios geopolíticos.

La Fundación Federalismo y Libertad Argentina fue establecida en noviembre de 2012 (sitio web oficial: https://www.federalismoylibertad.org/ ), al igual que el Instituto de Investigación de Seguridad y Defensa Nacional (INDSR) de Taiwán, desempeña el papel de una plataforma de diálogo sobre las políticas públicas, basada en la democracia y la libertad, y defiende la resiliencia democrática, enfrenta a la opresión autoritaria, los cuales forman el lenguaje común entre ambas partes.

Con menos de 10 años de creación, la Fundación Federalismo y Libertad de Argentina (FyL) es catalogado como “Los 100 think tanks internacionales que merecen atención”, dentro del Informe Global Go To Think Tank de la Universidad de Pennsylvania. En particular, el Instituto de Investigación de Seguridad y Defensa Nacional (INDSR) de Taiwán también ha sido seleccionada como el mejor Think Tank emergente durante dos años consecutivos por el mismo organismo.

El Acuerdo de Cooperación fue formalizado en forma virtual con la asistencia del Director Ejecutivo del Instituto de Investigación en Defensa Nacional y Seguridad, Dr. Chen-Wei Lin, del Director Ejecutivo del Instituto de Investigación en Defensa Nacional y Seguridad, y del Señor Da- Wei  Shen, del Director Ejecutivo de la Fundación Federalismo y Libertad de Argentina, Sr. José Guillermo Godoy y del Director de Centro de Investigaciones de la Fundación Federalismo y Libertad, Sr. Carlos Segura

del Director Ejecutivo del Instituto de Investigación en Defensa Nacional y Seguridad, Dr. Chen-Wei Lin expresó La vida en Taiwán todavía se encuentra bajo la amenaza del expansionismo chino, que perdura hasta hoy en día. Nuestro Instituto se especializa en asuntos relacionados a la geopolítica internacional y a la defensa nacional, especialmente sobre estrategias en el Indopacífico. Será gran placer de poder compartir con socios internacionales de ideas afines.

Por otra parte, el Director Ejecutivo de la Fundación Federalismo y Libertad de Argentina, Sr. José Guillermo Godoy elogió a Taiwán por su democracia, libertad y apertura en Asia, mientras que los países latinoamericanos están haciendo los mismos esfuerzos para avanzar hacia la mayor modernización y democratización. La Fundación FyL está comprometida con la promoción de la democracia, la libertad y el libre comercio, indudablemente(無疑地), Taiwán es el mejor ejemplo. Este Acuerdo de Cooperación entre FyL y el INDSR será el canal para establecer las relaciones de los intercambios culturales, políticos e institucionales entre ambas partes.

En el futuro, explorarán conjuntamente diversas actividades en el ámbito de intercambio académico y estratégico, organizarán juntos los seminarios, cursos de capacitación, y medios para compartir informaciones. Este Acuerdo es un paso crucial para expandir y profundizar los valores de la libertad y la democracia. Una vez que la pandemia se va extinguiendo su presencia,  ambas partes coinciden en ampliar la red de intercambios estratégicos, desarrollar las relaciones bilaterales para contribuir a la paz, estabilidad y la prosperidad mundial.

The Institute for National Defense and Security Research (INDSR) and Argentina’s Fundación Federalismo y Libertad (FyL; Federalism and Freedom Foundation) recently signed a cooperation agreement, expanding critical think tank-to-think tank ties between Latin America and Taiwan. With the pact, FyL has a window for first-hand information on the Indo-Pacific security situation in East Asia, while INDSR adds to its growing global partnerships to observe geopolitical changes on the other side of the Pacific Ocean.

Fundación Federalismo y Libertad (https://www.federalismoylibertad.org), established in November 2012, is a private non-profit entity, independent of any political, religious, business and government group, whose objective is to promote the values of a free and democratic society.  With INDSR, the two like-minded institutions have found resilience and resistance to authoritarianism as a common language.

In recent years, FyL has been listed as one of the “Think Tanks to Watch”  in the University of Pennsylvania's Global Go To Think Tank Index Report, while INDSR has been listed in this premier think tank report as one of the “Best New Think Tanks”.

During an online ceremony, the cooperation agreement was signed and witnessed by INDSR CEO Chen-wei Lin, acting Deputy CEO Shen Ming-shih, FyL President José Guillemor Godoy  and FyL research center director Carlos Segura.

INDSR CEO Dr. Lin said that Taiwan lives on the frontline of the CCP's sharp power. Its military and non-military intimidation continues to this day. INDSR focuses its research on national defense and security policies, international geopolitics and other key issues. It is willing to share is insights with like-minded international partners.

FyL President Godoy praised Taiwan for its democracy, freedom and openness in Asia, while stating that Latin American countries are also making efforts to further modernize and democratize. FyL is committed to promoting such values and Taiwan is a good example. The cooperation between FyL and INDSR opens a channel for institutional exchanges in culture and policy for the two sides.

Going forward, the two sides will explore various academic and strategic exchange activities, jointly hold seminars and training, and share information. Both sides sincerely hope that this memorandum of cooperation can expand and deepen the values of freedom and democracy. Once the pandemic subsides, both sides will work to expand their network of strategic exchanges and develop bilateral relations with the aim to contribute to world peace, stability and prosperity.
