近年來印太地區安全治理的發展趨勢之一，是小多邊主義（minilateralism）的興起。歷史上不乏由少數國家透過協議而共同應對區域問題的實踐；在此意義下，小多邊主義並非國際政治的新現象，而可追溯至19 世紀初的歐洲協調（the concert of Europe）或 1975 年起逐漸成形的七大工業國集團（Group of Seven, G7）。[1]當前國際關係對小多邊主義的討論，則大致源於 2010 年代左右，其脈絡是解決全球性問題的需求逐漸增多，但既有的貿易、安全或氣候變遷的多邊主義（multilateralism）機制，卻自 1990 年代中期以降日益難以取得百多個成員國的共識。由數量最少、但卻能針對特定問題發揮最大影響力的國家出面解決問題，乃成為另一選項。[2]
小多邊主義在印太地區的普及，與區域安全情勢的發展密切相關。美國自歐巴馬（Barack Obama）政府時期「重返亞洲」（pivot to Rast Asia），開啟與中國的競爭。習近平主政下的中國，在對外關係上日漸專斷，使美國川普（Donald Trump）與拜登（Joe Biden）政府延續甚至加強對中國的戰略競爭，也讓區域內的其他國家積極參與安全與經濟的合作。印太地區的小多邊主義，一方面是美國主導的印太戰略之展現，另一方面是區域內的中型國家在因應中國此一強權時，分散對中風險並強化友盟關係的策略。[3]當前印太地區的小多邊主義，包含但不限於美、日、印度與澳洲於 2017 年復振的「四方安全對話」（Quadrilateral Security Dialogue, Quad）、2021 年成形的「澳英美三方安全夥伴關係」（AUKUS），以及 2002 年成立的美日澳「三邊安全對話」（Trilateral Security Dialogue, TSD）等機制。[4]
儘管小多邊主義的現象由來已久，其定義、類別與角色仍未有定論。在政治層面，小多邊主義因成員國的數目相對不多，其存續與影響力的差異亦大。當前印太地區的數個小多邊主義架構，多是在美國拜登政府任內成形或有較實質的發展。[5]川普第二任政府於 2025 年 1 月上台後，其「美國優先」（America First）的立場展現美國對於參與多邊主義如聯合國體系的否定，但對於印太地區小多邊主義的態度，則尚不明顯。
