來自美國華盛頓特區及西雅圖的國家亞洲研究局（National Bureau of Asian Research 官網 https://www.nbr.org/ ），是首屈一指的亞洲政策研究智庫，其所組成的訪團在1/31蒞臨國防院，由美軍印太司令部前指揮官戴維森（ADM. Philip Davidson）上將帶領5位專家，包含歐布萊特石橋集團亞太資深顧問歐佛拜(Ms. Tami Overby)、笹川和平基金會資深主任蕭夫(Mr. James L. Schoff)、國家亞洲研究局非駐點研究員賀樂薇(Dr. April A. Herlevi)、國家亞洲研究局 研究副會長蘇艾琳(Ms. Alison Szalwinski)、國家亞洲研究局 資深計畫經理帛瑞秋(Ms. Rachel Bernstein)，與國防院的沈明室副執行長、李哲全副研究員、吳自立副研究員、方琮嬿助理研究員進行交流。

雙方針對台海安全與兩岸議題有非常深入的對話，許多討論例如即將到來的台灣及美國大選，對兩岸情勢的可能影響，以及中國二十大後的對台政策，提出相關見解與問答。會議過程中，每位成員都對如何強化供應鏈韌性，以及對威脅方提升整合嚇阻能力等話題高度關心。

經過這次交流，雙方都對台美彼此的政策和戰略環境有更多了解。儘管中共在二十大之後的對外關係，刻意展現與先前相比「偏軟」的手法，我們仍共同認知到台灣與周邊國家，未來的安全環境將面臨更困難的挑戰。因此，深化台美及東亞友邦的安全、經濟、高科技等相關合作，將對提升台灣的安全穩定與嚇阻能力有所幫助。

A delegation from the National Bureau of Asian Research (NBR) visited on Jan. 31, 2023 to meet with fellows of INDSR. The six-member delegation was led by Admiral Philip Davidson, former Commander of the U.S. Indo-Pacific Command, and includes James Schoff, Dr. April Herlevi, Tami Overby, Alison Szalwinski and Rachel Bernstein. Dr. Ming-shih Shen, Acting Deputy CEO of INDSR, chaired the meeting.

Based in Washington, D.C. and Seattle, NBR is a prominent research institution devoting to policy research on Asia.

The delegation and INDSR fellows had very fruitful exchanges on development in the Taiwan Strait. Various issues were raised, including the impacts of upcoming U.S. and Taiwanese elections on cross-strait stability, China’s
Taiwan policy after the 20th Party Congress, supply chain resilience, and strengthening integrated deterrence.

Through this meeting, both sides gained better insights at Taiwanese and American perspectives, and while China seems to have taken a “softer” approach after the 20th party congress, both sides have acknowledged that Taiwan and its neighbors encounter an increasingly challenging security environment. A deepening of security, economic and hi-tech cooperation between Taiwan, the U.S. and other East Asian countries will help boost Taiwan’s deterrence capability.
