To show its openness and transparency after Chinese leader Deng Xiaoping launched his reform initiative, China has since published defense white papers every two years. Beijing has published a total of 11 editions of these white papers to date. There are two types of defense white papers, namely, biannual reports and special topic reports. The former are routine reports in which Beijing tries to explain its defense and military security strategies and policies, while the latter focus on arms control and disarmament, defense and military strategies, military operations other than war (MOOTW), and regional security cooperation. China has claimed it will never seek hegemony, expansion or spheres of influence. However, Beijing will surely attempt to transform the People’s Liberation Army (PLA) into a world-class force by the mid-21st century. Neighboring countries are, therefore, concerned about the contradiction in what China says versus what it does and worried about the threat China poses.
