In order to cultivate middle and high-level military and civilian officials in national defense and security affairs with an international outlook and strategic self-discipline, the institute can improve the overall regional crisis simulation, action plan construction, decision-making thinking and other related capabilities, and accumulate national defense research energy. Annual plan:

• General officer visits: 2 echelons per year for 6 months.
• Military and cultural exchanges (Colonel officer): There are 3 echelons each year for a period of 1 month.
• National Defense Research (Colonel officer); 1 echelon per year for a period of 9 months.
