霍守業董事長

Huoh Shoou-Yeh
INDSR’s Chairman Huoh Shoou-Yeh (霍守業) is a four-star General and a strategic advisor to the Office of the President, R.O.C. He was Chief of General Staff for Taiwan’s Ministry of National Defense from May 2007 to 2009.
Mr Huoh has served as a Vice Defense Minister and the commander of the Army Command Headquarters in his more than five decades of distinguished military service.

Chen-wei Lin
INDSR's Chief Executive Officer Chen-wei Lin (林成蔚) has a rich background in government and Japan affairs. He served as a senior advisor in the National Security Council, R.O.C., under two administrations and was a core member of Taiwan’s representative office in Japan.
He has taught as a professor at Hokkaido University Public Policy School and Tokoha University. Dr Lin received his PhD from The University of Tokyo and is fluent in Mandarin, English and Japanese.

Deputy Chief Executive Officer
David Yen
David Yen is Deputy CEO at INDSR. He oversees the institute’s research of defense strategy and resources, cyber security and decision-making simulation. Mr. Yen held leadership positions in the Ministry of National Defense, ROC, including in the Department of Integrated Assessment, Department of Strategic Planning, the Armaments Bureau and what had been the Combined Logistics Command, known for its camel emblem. 
Mr. Yen is a two-star Lieutenant General and a graduate of the ROC Air Force Academy. He retired in 2017, after 34 years of distinguished service. He completed post-graduate studies at the University of Pretoria, South Africa, and studied at National Defense University in Taiwan.
Deputy Chief Executive Officer
Ting-sheng Lee

Ting-sheng Lee is Deputy CEO at INDSR. He oversees the institute’s administrative operations. A former deputy commanding general of the ROCAF, Mr. Lee held leadership positions in the Ministry of National Defense, ROC, including as Vice Chief of General Staff, Deputy Chief of the General Staff for Communications, Electronics & Information (J6), and in the Department of Strategic Planning. Mr. Lee is an alumni of core programs at the Harvard Kennedy School, Daniel K. Inouye Asia-Pacific Center for Security Studies, and Center for Strategic and International Studies. He is a two-star Lieutenant General, retiring in 2021 after 36 years of distinguished service. Mr. Lee earned his two Masters from National Taiwan University.

Acting Deputy CEO
Ming-Shih Shen
Dr Shen is Acting Deputy CEO for research at INDSR and its Director of the Division of National Security Research. He is a prominent scholar focusing on strategic theory; PLA studies; India defense and security; national security;and civil-military relations. He was a Visiting Fellow in 2010 to the Institute for Defense Studies and Analyses in India.
Concurrently, Dr Shen is an adjunct associate professor at National Defense University (NDU) and Tamkang University in Taiwan. He formerly led NDU’s Graduate Institute of Strategic Studies. Dr Shen completed his PhD in political science from National Defense University in Taiwan.
