2023 Taipei Security Dialogue Commences on November 8

The 2023 Taipei Security Dialogue (TSD), organized by the Institute for National Defense and Security Research (INDSR), will take place on November 8th (Wednesday) at Humble House Taipei.

 

In this international conference, generously sponsored by the Mainland Affairs Council and Mega International Commercial Bank, a prestigious gathering of global scholars and experts from the U.S., the U.K., Germany, France, the Czech Republic, Japan, Australia, India, Singapore, Türkiye, and more, as well as eminent scholars from Taiwan, will come together to highlight and analyze China’s challenges to the global order and democratic values. The President of the Republic of China (Taiwan), Her Excellency Madam Tsai Ing-Wen, will also grace the event with her presence and deliver a special address.

 

The Honorable Michèle Flournoy, former U.S. Under Secretary of Defense for Policy, and the Honorable Matthew Pottinger, former U.S. Deputy National Security Advisor, will deliver virtual addresses, offering their insights into the potential for collective deterrence in the Indo-Pacific region and strategies for evaluating the risks and dynamics in the Taiwan Strait.

 

The Honorable John Whitley, former U.S. Acting Secretary of the Army, and the Honorable Kari Bingen, former U.S. Deputy Under Secretary of Defense for Intelligence and Security, currently serving as the Director of the CSIS Aerospace Security Project, will be active participants in the dialogue. They will delve into the implications of lessons learned from the Russia-Ukraine war for U.S. Pacific planning and investments, as well as China’s advancements in space technology.

 

The 2023 TSD will be organized around six major themes: “Lessons from the Russia-Ukraine War and Strategies for Deterring China,” “China’s Challenges to the Global Order and Democracy and Appropriate Responses,” “Implications of the Russia-Ukraine War for Cross-Strait Relations,” “Chinese Military and Technological Development and Challenges,” “China’s Global Expansion and Its Security Implications,” and “Strategic Environmental Assessment of China.”

 

Esteemed scholars like Bates Gill, Larry Diamond, Yasuhiro Matsuda, Jean-Pierre Cabestan, Alka Acharya, L. Venkateswaran, Tomoko Ako, Haluk Karadağ, Chong, Ja Ian, Roderick Lee, along with notable think tank experts and leaders including Gudrun Wacker, Christopher B. Johnstone, Malcolm Davis, Mathieu Duchâtel, Jack Watling, and Julia Famularo, will all be in attendance, actively engaging in the discussions.

 

As Taiwan’s ties with the Czech Republic have strengthened, Dr. Mats Braun, Director of the Institute of International Relations Prague under the Czech Ministry of Foreign Affairs, and Professor Jozef Sabol, a visiting professor at National Tsing Hua University in Taiwan in 1993, and played a pivotal role in enabling the participation of Taiwanese scholars in their inaugural radiation protection conference in Eastern Europe, will be present at this dialogue.
