Abstract
This article begins with the introduction of the “zero-Covid policy” adhered to by the CCP authorities, and explores that the policy is rigid and inflexible due to two factors, including Xi Jinping's personal political reputation and the quality of medical resources. Under the premise that the general “zero-Covid policy” will not be shaken, a limited flexible space is created by changing the ways and means of different nouns, but after all, it has great limitations. The case analysis of the comprehensive closure and control of Shanghai, an important economic city in China in 2022, fully shows the contradictions and shortcomings of China's epidemic prevention policies at that time. From the initial claim that there was no need to lock down the city, to the raid-style two-stage lockdown, and finally to the severe “citywide static management”, it can be seen that the front-line CCP officials struggled between preventing the epidemic and stabilizing the economy. From the end of March to the beginning of June 2022, the process of more than two months exposed various political contradictions between the top leaders of the CCP, between the CCP regime and the Chinese people, and between China’s reality and its international image. It is certain that during the period when the epidemic continues to spread, it will test Xi Jinping’s governing ability and power base. After the 20th National Congress of the Communist Party of China at the end of 2022, Xi Jinping may consider relaxing the epidemic prevention control due to the successful re-election of the regime and fewer worries, and move towards a direction that is more in line with international standards.
