The research question of this paper is how to understand the political logic behind the CCP’s policy toward Taiwan in the era of Xi Jinping? This article argues that, in the era of Xi, although the framework of the basic policy established by Deng Xiaoping remains unchanged, the proportion of the two major goals of the CCP’s policy toward Taiwan – “anti-independence” and “promoting reunification” in the overall policy has changed. The CCP’s policy toward Taiwan focused on how to prevent Taiwan’s independence and maintain the status quo during the Jiang and Hu eras, moving to “reunification of the motherland” as the core of its policy in the era of Xi, thinking about how to promote the process of “reunification of the motherland” on the basis of the status quo. However, even if Xi Jinping tries to speed up the “peaceful reunification of the motherland”, there are also policy dilemmas that have to be faced in Taiwan-related affairs. How the CCP reconciles the goal and policy dilemma of “promoting reunification” is the focus and political logic of Xi Jinping’s deployment of Taiwan-related policies.
