Abstract
This paper aims to examine U.S. domestic responses to the linkage of the Russia-Ukraine War and America’s Indo-Pacific Strategy (IPS). A key question is raised as follows: Should the United States adjust its IPS due to the war between Russia and Ukraine? By investigating top national security policy elites, U.S. Congress and public opinion, it is argued that although it has to allocate energy and resources to the European theater, Washington has neither abandoned nor slowed down its implementation of the IPS in the region. Instead, it continues putting the plan against China’s threat into practice. As a matter of course, from the perspective of American domestic society, Washington’s implementation of the IPS is based on policy elites’ rational choice, as well as support from the U.S. Congress and public opinion.
