Abstract
This paper sheds light on the security of the Indo-Pacific Region from the angle of the impact of China’s Belt and Road Initiative (BRI)’s strategic deployment in Africa. When exploring China’s BRI, the existing literature tends to merely focus on the economic aspects of China’s gains. The studies of BRI’s impact on international security are quite limited. Given that the U.S. Strategy toward Sub-Saharan Africa in 2022 has greatly engaged Africa with Indo-Pacific partners and the rising strategic importance of Africa for both the U.S. and China, this paper attempts to investigate the security dimension of BRI’s deployment of East Africa toward the Indo-Pacific region. The author finds that the geostrategic interests of Eastern Africa outweigh the economic interests in the BRI. China has extended its influence toward 17 ports along the East Africa coast, transforming these ports to strategic pivots of China and greatly enhancing deep-sea information gathering for submarine patrol. The dual function of these Chinese constructed ports will accommodate the future power projection of the PLA and further challenge the security of the Indo-Pacific region.
