On February 11, 2022, the United States officially announced the text of the "Indo-Pacific Strategy", proposing the name "Indo-Pacific Economic Framework" for the first time. The core of the "Pacific Strategy" is the important means by which the United States wants to restore its economic leadership in the Asia-Pacific region after withdrawing from the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

The Russia-Ukraine war has caused the isolation of Russia, so now it needs more support from China. The two countries are closely cooperating in politics and economics and trade. The United States is more actively involved in the North Atlantic Treaty Organization and has strengthened its influence on the EU, and organized the IPEF to contain China, deepening the duality of global politics; IPEF is essentially a non-treaty framework, which does not need to go through the deliberation of the legislative procedure and is only a platform. This kind of non-binding economic structure is still content-empty. Compared with the existing economic and trade treaties between countries, IPEF is quite vague. It is not so much a positive leap forward for economics and trade, but rather that the United States trying to win over IPEF member states under political influence and strengthen its own power. Such a description is closer to the essence of IPEF. However, due to the catalyst of the Russia-Ukraine war, the IPEF has been strengthened. All countries are waiting to see whether this structure can have a substantial transformation and role in the Indo-Pacific region.
